Every hobby developer is free to edit the WCell core as they like. Sometimes those changes are very useful for every WCell user (eg if it fixes a bug or implements certain Ingame Features). If the developer tested his/her changes to the code and made sure that it is of good enough quality, he/she has the option of using SVN to create a Patch-file which he/she can then post on the forums for everyone to use. If it is an important fix or feature, the WCell Developers can then add that patch (maybe after small modifications) to the core.
